What is the Consolidated Plan?
The Consolidated Plan is a strategic plan required by the U.S. Department of Housing and Urban Development (HUD) that helps the County identify its most important housing and community development needs and decide how federal funding should be used to address those needs.
The plan guides the use of funding from three federally funded programs:
- Community Development Block Grant (CDBG) – supports community development activities, public services, public facilities, infrastructure, and housing.
- HOME Investment Partnerships Program (HOME) – supports the development and preservation of affordable housing.
- Emergency Solutions Grant (ESG) – supports programs and services that address homelessness and housing instability.
These programs support HUD’s overall goals of providing decent housing, suitable living environments, and expanded economic opportunities, primarily for low- and moderate-income residents.
Your Voice Matters
As part of the planning process, Orange County will gather input from residents, nonprofit organizations, housing providers and developers, public service providers, neighborhood groups, County departments, local governments, and other community partners. This input helps the County identify priority needs, gaps in services and funding, emerging community needs, and opportunities for coordination. Finally, the plan will help the County evaluate and report on its performance annually.
