5176 Busby Avenue Rezoning Request for Commercial Uses

This is a community meeting to discuss a proposal to amend the Future Land Use Map designation from Low Density Residential to Commercial (C) in District 2. This request is associated with a concurrent rezoning application (Case RZ-25-11-017) to rezone from C-3 (Wholesale Commercial District) to C-3 Restricted (Wholesale Commercial District) to allow for C-2 (General Commercial District) uses such as furniture stripping and repair, furniture refinishing, welding shop, and machine shop.
The property is located at 5176 Busby Ave; generally located on the west side of Busby Ave., north of Clarcona Ocoee Rd., south of National St., and east of Journal Ave. The community meeting is 6 p.m. Wednesday, Dec. 3, 2025, at Rosemont Elementary School's cafeteria, located at 4650 Point Look Out Rd., Orlando, Fl. 32808.
Next Steps:
- Following the community meeting, the request will be scheduled for a Planning and Zoning Commission (PZC) Hearing, at which time a notice will be mailed to nearby property owners. The item will also appear on the PZC agenda which can be accessed through the County Calendar. The PZC meets typically every 3rd Thursday of the month at 9:00 a.m. at 201 S. Rosalind Avenue, Downtown Orlando.
- Following the PZC hearing, the case will go to the Board of County Commissioners (BCC) as a public hearing, at which time a notice will be mailed to nearby property owners.
Community Meeting Summary: A community meeting was held for these applications on December 3, 2025, at Rosemont Elementary School, with approximately 19 residents in attendance. Many of the residents spoke in opposition to the requests, while one resident spoke in favor of the requests. Concerns were expressed about the proposed uses (auto and small truck repair and welding). Several residents spoke in opposition to the proposed uses. Other concerns were expressed about the effect of the proposed development on the residential properties in the vicinity, in particular the potential for increased traffic, noise, and property values.
