Orange County's Planning Division is preparing a new path forward for Vision 2050 that complies with state law while preserving its core goals, policies and development framework.

During a July 14 work session, the Board of County Commissioners directed staff to return with an ordinance for consideration as part of the plan's readoption process.

Vision 2050, the new Comprehensive Plan, and the updated land development code, Orange Code, were originally adopted by the Board on June 3, 2025. The Florida Department of Commerce later declared the plan "null and void," citing conflicts with Senate Bill 180 (Chapter 2025-190, Section 28).

With the Board's direction, staff is now preparing a readoption plan that will be presented during the following public hearings:

➡️ Board of County Commissioners (BCC): September 29, 2026

Vision 2050 is the County’s new Comprehensive Plan built around four guiding principles:

  • Encouraging affordable housing

  • Preserving rural areas and natural spaces

  • Promoting walkability and mixed-use communities

  • Protecting established neighborhoods

Orange Code is the updated set of development rules designed to put Vision 2050 into action, shaping the future of how we build, grow, and live in Orange County.

    Hey Shania,

    Affordable housing simply means housing priced for people within certain income ranges. Those ranges are based on the Area Median Income (AMI), which the U.S. Department of Housing and Urban Development (HUD) updates each year.     In 2019, Orange County created the Housing for All Action Plan, outlining steps the County should take to increase the inventory of affordable housing countywide. Vision 2050 implements those recommendations by encouraging mixed-uses, a wider variety of housing types (duplexes and ADUs), and increased residential densities in Targeted Sectors across the County.

    Vision 2050 and the County’s Housing for All initiative also reshaped the County’s planning strategies to ensure that housing is connected to broader quality-of-life considerations, such as access to employment, transportation, healthcare, and essential services.  Furthermore, an increased focus on walkability, a core tenet of Vision 2050, makes it easier and cheaper for residents to get to work, buy groceries, or see a doctor, with less reliance on a car.

    Orange Code supports livability by requiring new development and redevelopment be designed with the broader community in mind: street-oriented buildings, civic spaces, wide sidewalks, trees and landscaping, and other design elements that are appropriate to the surrounding community.
