SUMMARY OF REQUEST:

To rezone from C-1 (Retail Commercial District) to C-3 (Wholesale Commercial District) to allow for future commercial development in District 5. C-1 zoning generally allows basic retail and office uses while C-3 zoning allows additional more intense uses such as storage yards for inoperable vehicles and heavy equipment, warehousing and distribution, and towing services.

Additional Information: This project is within the Bithlo Rural Settlement.

Project location: 18966 E. Colonial Dr; generally located south of E. Colonial Dr, north of Lansing St, east of Gloucester St, and west of Union St.

Next Steps:

  1. Following the community meeting, the request will be scheduled for a Planning and Zoning Commission (PZC) Hearing, at which time a notice will be mailed to nearby property owners. The item will also appear on the PZC agenda which can be accessed through the County Calendar. The PZC meets typically every 3rd Thursday of the month at 9:00 a.m. at 201 S. Rosalind Avenue, Downtown Orlando.
  2. Following the PZC hearing, the case will go to the Board of County Commissioners (BCC) in a Recommendation Book as a “consent item” for Board consideration. If the case is pulled from the Recommendation Book by a Commissioner or if the PZC decision is appealed, a separate public hearing before the BCC will be scheduled (typically 1 to 2 months after) and a notice will be mailed to nearby property owners.


Meeting Summary: The community meeting was held on November 13, 2025 at East River High School. Nine (9) residents were in attendance and the main concerns expressed were about the uses permitted under the proposed C-3 zoning, stormwater, and compatibility with the Rural Settlement. The applicant is not proposing a specific use at this time.

    For conventional rezoning cases, we receive feedback from the community through JotForm link, email, call, and mail to the case planner. The number of responses received will be shared with the Planning and Zoning Commission (PZC) during the staff presentation of the request. Public comments are shared with the Board of County Commissioners (BCC) through the PZC hearing summary in the recommendation book. The comments shared through the JotForm link are emailed directly to the case planner of the rezoning request and are recorded in the same manner as responses sent via mail, email, or call.

    Thank you for your suggestion. At this preliminary stage staff is still reviewing the request. Detailed utility and environmental information will be in the staff report which will be published prior to the Planning and Zoning Commission Public Hearing.

    Per EPD reviewer comments: "This site is located within the Econlockhatchee River Protection Ordinance area. Basin-wide regulations may apply. Reference OC Code Chapter 15, Article XI Econlockhatchee River Protection."

    Per Utility reviewer comments: This property is within Orange County Utilities Water, Wastewater, and Reclaimed Water Service Areas. In accordance with Orange County Code Chapter 37.

    Potable Water: There are no watermains in the vicinity of this property. Development on this property will be reliant on wells for potable water.

    Wastewater: Wastewater is considered not available. Development on this property will be reliant on septic tanks for wastewater disposal.
