This is a community meeting to discuss a proposal for a Special Exception in the restricted R-1A zoning district Special Exception to allow a religious institution.

The R-1A district primarily allows single-family homes and associated accessory structures and requires a minimum lot area of 7,500 sq. ft. and certain uses, like religious institutions via Special Exception.

The proposal is to construct a 9,795 sq. ft. religious institution with 240 seats for patron use and an associated surface parking lot with 91 parking spaces. The property is located in District at 4512 S Hiawassee Road; generally located on the west side of S. Hiawassee Rd., north of Conroy Windermere Rd., east of S. Apopka Vineland Rd., south and west of the Florida Turnpike

The community meeting is 6 p.m. Tuesday, September 22, 2026, in the Cafeteria at Chain of Lakes Middle School, 8700 Conroy Windermere Rd, Orlando, FL 32835

Next Steps:

  1. Following the community meeting, the request will be scheduled for a Board of Zoning Adjustment (BZA) Hearing, at which time a notice will be mailed to nearby property owners. The item will also appear on the BZA agenda which can be accessed through the County Calendar. The BZA meets typically every 1st Thursday of the month at 9:00 a.m. at 201 S. Rosalind Avenue, Downtown Orlando.
  2. Following the BZA hearing, the case will go to the Board of County Commissioners (BCC) in a Recommendation Book as a “consent item” for Board consideration. If the case is pulled from the Recommendation Book by a Commissioner or if the BZA decision is appealed, a separate public hearing before the BCC will be scheduled (typically 1 to 2 months after) and a notice will be mailed to nearby property owners.
